18 year old

My key worries with my penis, and why I think stretching may not work, are that firstly my frenulum is extremely short and would require growth of about 2 inches to function properly. This is probably about 500-600% growth and seems slightly unrealistic. Secondly I seem to have scaring around the band of my foreskin that suggests to me it won't stretch properly. The NHS website suggests that skin conditions may cause phismosis, and I do suffer from heat rash, mild eczema ocassionally and asthma which is linked (this may or may not be relevant). Should I get a circumcision? 

Editor Notes: In this case you can see the red meatus (peehole) which nearly all phimosis cases have.  I hazard a guess that this is caused by damage done while masturbating.  I do not think it is inflammation caused by a disease.  Whatever the cause is, it isn't a normal thing - and may be key to understanding phimosis.  Another feature seen in most cases is the dark line called the raphae.  Other things to note about this case is that the top of the foreskin looks very red and raw.  Has he been rubbing on it or applying too much pressure to it?  If so that may be the cause of his phimosis.
