Reddenned penis - maybe first time retracting
After having a very small foreskin opening, I read about phimosis and began to think I had the symptoms, I was booked at the doctors and explained what I though and got referred to a urologist. They agreed I had a severe case of phimosis and surgery was the option strongly recommended to me, which would involve loosening the frenulum slightly whilst also cutting a part of my foreskin. I wasn't given much time with the urologist and felt rushed into a decision, which I said yes to.
Surgery comes along etc, ready to go, however this is postponed as I had a small rash slightly below the foreskin (this was roughly 3/4montha ago) I had been told that I would hear back regarding a new date for surgery...still haven't. Because of this, I found that it was in fact a large build up of smegma on the penis head sticking, which prevented my foerskin fully retracting, I had a warm bath and started the task of slowly doing this. (I hadn't done this before because I had no knowledge or did not know any better). This is made even worse that a "qualified" urologist/surgeon Misdiagnosed me, and if it were not for the small chances of missing my first surgery date I would have had unneeded surgery.
However after removing roughly half of the smegma, I began retracting the foreskin back completely and it began to get in a uncomfortably stuck position, to which I started to panic and remove the rest of the smegma (bottom half) quicker than the first half as this was what it was sticking too. Now on the bottom half of my penis head, there are red markings, which looks like where the smegma was, I've included a pic.
I scheduling to see the doctor/urologist again, and I am wondering what exactly I should say, I will be definelty be informing him about the misdiagnose and the redness of my penis head, however if there is anything else I should raise, please let me know. Also, when erect, I am not fully confident of fully retracting, if you could provide feedback on what would be the best way of moving forward, please let me know.
For anyone who thinks surgery is a quick remedy, please try anything and everything first and leave surgery as a last resort! Being so close to having surgery and to then realize I didn't need it, made me think how truely lucky I was!

My skin is pretty long, and nearly all loose hanging skin is not tight. I have to pull it back pretty far to expose the phimotic band, and because it hugs the glans I can't fold a ring and get it underneath it. Also, the smaller rings are VERY hard to let expand controlably. They usually snap back into their round shape pretty hard, which evens hurts if I do it in the loose part of my skin, let alone how that would feel in the phimotic area.
So yeah. I have troubles getting this to work. Has anyone of you perhaps had the same problem, or any tips on another way I could insert the rings safely (without snapping hard)? I believe they are not supposed to be brought in wet or with lube either, so I'm a little hesitant to try that too. "

Can't get it under the band. (I do not have the guts to fold the ring while inserting because the smaller ones are hard to gently let fold out again, they snap back really hard). You can already kinda see the ring does not hug the glans, leading to the next photo
