You can see the problem with phimosis with this picture

Okay so i have made some progress over the past few months. I can retract Flaccid & Erect(sometimes). Well sometimes when i retract flaccid it bulges under the foreskin. Is this Paraphimosis? 
Here is The bulge Flaccid & this is what happens when i pull it down.
